Contract negotiations were done on the 29th of March 2011 at 2pm in Harrisburg. The Governors lawyers presented the negotiators with his proposals. Mr. David Fillman said that he would not allow them to Balance the state’s budget on AFSCME employee's backs. And that it was difficult to sell any proposed contract when law makers are automatically getting annual cost of living increases and large per deim allowances. Keep in mind that all these issues at this point are only proposals and the governor's team of legal experts will not likely get all these proposals passed.
